Elberton has adopted an
Urban Redevelopment Plan that includes two commercial
districts—the downtown area and the College Avenue entry
corridor. These districts contain several properties that are
being targeted for redevelopment. Some sites may have existing
structures, and other sites are ready-to-build. All of these
sites have special tax incentives for job creation, and many
sites would be eligible for other incentives such as reduced
permit fees, utility fees, historic preservation tax credits,
